NATION HIGH SCHOOL
ATHLETIC CODE OF CONDUCT
Athletics is a privilege, not a right.
I. PURPOSE
The Oneida Nation High School Athletic Code of Conduct is modeled after the
regulations set forth by the Wisconsin Interscholastic Athletic Association
(W.I.A.A), of which ONHS is a member.
These policies are designed in the athlete’s best interest and are stated in
this code to help athletes understand what is expected of them. It is the
responsibility of both athlete and parent to read this code carefully and
follow it.
The athletic code of conduct will apply to all athletes during the entire
calendar year. Once an athlete has gone out for an interscholastic sport,
the Code of Conduct will go into effect and stay in effect for the remainder
of the athlete’s career at ONHS.
II. ELIGIBILITY RULES
In order to represent Oneida Nation High School in any interscholastic
athletic competition, an athlete must meet eligibility requirements of the
W.I.A.A. as well as those of O.N.H.S.
An Athlete:
1. Must be under the age of 19 before August 1.
2. Must not participate on any other team in the same sport when
participating on a high school team during the same season.
3. Must be enrolled in school during semester in which the contest takes
place.
4. Must have a complete physical or alternate year card on file prior to
participating in any practice sessions.
5. All student athletes must be at school on game days by the start of 1st
hour and attend class all day, in order to participate in an athletic
contest that day. Any deviation from this must be cleared through the
Principal or athletic director.
6. Must be in school by the start of 4th hour and remain in school the rest
of the day, in order to attend practice that day. Any deviation from this
rule must be cleared through the principal or Athletic Director. It is the
responsibility of the athlete to be in school the day after contests.
7. Must be a full-time student (minimum of 5 credits at all times) and have
not failed any class in the most recent grade reporting period. This also
applies to all transfer students. The athlete, who received 1 F will be
suspended from participating in 20% of the scheduled games, matches or meets
and will remain ineligible until he/she is no longer failing and is still
required to attend all practices and games. Scrimmages do not count as part
of the suspension.
Fall Sports:
An athlete who receives more than 1 F, will fall accordingly to the WIAA
rule for ineligibility, which states the minimum ineligibility period shall
be the lesser of (1) 21 consecutive calendar days beginning with the date of
earliest allowed competition in a sport or (2) one-third of the maximum
number of games/meets allowed in a sport (rounded up if one-third results in
a fraction).
All Other Sports:
A student who becomes academically ineligible may regain eligibility on the
16th scheduled school day by meeting the academic standard, following a
period of 15 scheduled school days and nights of ineligibility.
1st quarter, 2nd semester and 3rd quarter grades will be applied
immediately. At the end of the school year, the grades will carry over into
the following fall sports.
III. SPECIFIC GUIDELINES
1. Team members must ride the bus to and from the game. If parents want to
make other arrangements they MUST inform the athletic director/head coach in
writing prior to the contest.
2. There are times when student athlete may have to miss class time. The
student is responsible for contacting the teacher or teachers involved and
making up all work.
3. Each athlete is responsible for the school equipment issued for them.
Athletes will be held financially responsible for the replacement cost of
lost, stolen, damaged or misplaced equipment. Report cards will be withheld
until the financial responsibility is taken care of.
4. All injuries must be reported to the coach immediately. If any injury is
discovered after an athlete has returned home, parents are requested to
notify the coach or athletic director as soon as possible.
5. Athletes are expected to attend all practice sessions. Only injury or
illness will excuse an athlete from practices. Other absences must be
excused in advance by the head coach of the team.
IV. ATHLETIC SUSPENSIONS
An athlete will be suspended from interscholastic athletics for the
possession or use of alcohol, tobacco, or other controlled substances, or
look alike drugs, or sale of controlled substances. Athletes are forbidden
to be present in any business or establishment or area of such whereby,
state law or local ordinances prohibit them from being, unless accompanied
by their parent or legal guardian or unless the athlete is legally employed
at said business or establishment. (Cultural or ceremonial activities not
included).
Athletes are forbidden from being present at any place where there is
illegal consumption or use of alcohol, tobacco, or other controlled
substances or any other illegal activity is occurring.
All athletic code violations will be cumulative, from the time the athlete
signs the ONHS athletic code of conduct. Any alleged violation will be
brought to the Athletic Director in writing within forty-five days of the
alleged incident. If the charges are proven to the satisfaction of the
Athletic Director, disciplinary action will follow. An athlete who denies
violating the athletic code or team rules will have the opportunity to be
heard by the athletic director or his/her designee prior to any penalty
enforcement.
1. FIRST VIOLATION
The athlete will be suspended from participation in 20% of the scheduled
games, matches or meets of the present sport in which he or she is
participating. However, if the violation occurs with less than 20% of the
current season remaining, the suspension will carry over into the athlete's
next sport season. In order to fulfill a carry over penalty, an athlete must
complete the season as a member of the team. The student athlete will also
be referred to the A.O.D.A. counselor by the athletic director.
2. SECOND VIOLATION
The athlete will be suspended from participation in 40% of the scheduled
games, matches or meets of the present sport in which he/she is
participating. However, if the violation occurs with less than 40% of the
current season remaining, the suspension will carry over into the athlete's
next sport season. In order to fulfill a carry over penalty, an athlete must
complete the season as a member of the team. The student athlete will also
be referred to the A.O.D.A. counselor by the athletic director.
An athlete may choose to participate in an alcohol-drug program in lieu of
one half of the suspension time (20% of the current season). It is the
responsibility of the athlete and the parent to contact the Oneida Alcohol &
Other Drug Abuse program to schedule an alcohol-drug assessment. An athlete
must follow and complete all treatment recommendations made by the
Alcohol-Drug Abuse program. It is the responsibility of the athlete and the
parent to provide verification of compliance for this option to the athletic
director and principal.
Once an athlete completes and is in compliance with the Alcohol-Drug Abuse
program
recommendation for treatment and the athlete serves the 20% suspension, the
athlete may begin participation in athletic events. Failure to successfully
complete such recommendations will be grounds for immediate suspension from
participation in all interscholastic athletics.
3. THIRD VIOLATION
The athlete will be suspended from all interscholastic athletics for a
period of 180 consecutive school days from the date of the third infraction.
If less than 180 days remain, then the suspension will be served in the next
sports season in which the athlete participates. The student athlete will
also be referred to the A.O.D.A. counselor by the athletic director.
An athlete may choose to participate in an alcohol-drug program in lieu of
one half of the suspension time (180 consecutive school days). It is the
responsibility of the athlete and the parent to contact the Oneida Alcohol &
Other Drug Abuse program to schedule an alcohol-drug assessment. An athlete
must follow and complete all treatment recommendations made by the
Alcohol-Drug Abuse program. It is the responsibility of the athlete and the
parent to provide verification of compliance for this option to the athletic
director and building principal.
Once an athlete completes the first 90 consecutive school days of suspension
and are in compliance with the Alcohol-Drug Abuse program recommendation for
treatment they may begin participation in athletic events. Failure to
successfully complete such recommendations will be grounds for immediate
suspension from participation from all interscholastic athletics specified
within the athletic code of conduct.
4. FOURTH VIOLATION:
The athlete will no longer be allowed to participate in interscholastic
athletics at Oneida Nation High School. The student athlete will also be
referred to the A.O.D.A. counselor by the athletic director.
V. OTHER INFRACTIONS
A committee composed of the athletic director, principal and a selected
coach will decide on the penalty for above unacceptable conduct violations.
Student athletes should not act in any manner that is detrimental to the
ideals, principles and standards of the Oneida Nation High School and the
Wisconsin Interscholastic Athletic Association. Unacceptable conduct
violations include, but are not limited to, the following examples:
A. Any conviction of a criminal offense (including ordinance violations)
B. Charged with a felony
C. Vandalism to public or private property
D. Obscene/Inappropriate behavior inside or outside the school
E. Any school-related activity which involves an out-of school suspension
F. Any documented theft
G. Received three discipline referrals from school in one calendar week.
VI. VOLUNTARY DISCLOSURE:
Athletes who refer themselves for violating the Athletic code by Voluntary
Disclosure by the start of the next school day or regular scheduled practice
which ever comes first (this includes practices held during a schedule
school vacation, i.e. spring break), their suspension will be ˝ of the
regular suspension for the first or second violation. The third violation
will fall under the regular guidelines of the athletic code. The athlete
needs to disclose this information to the Athletic Director. If the Athletic
Director is not available, the athlete needs to report the information to
the Principal.
VII. PRACTICES
Athletes who are serving out-of-school suspensions from school will be
unable to practice or compete during the period of suspension. Athletes
under suspension for athletic code violations or other team related
violations will be expected to attend practice sessions.
VIII. ATHLETIC AWARDS
Athletic awards are given based on participation, cooperation and
performance. At the varsity level, a student athlete may receive an athletic
letter/certificate if he/she meets the criteria set down by his/her coach.
All varsity coaches have established the criteria necessary for receiving an
athletic letter. An athlete must finish the season in order to receive a
letter. Each sport has its own standards and each coach has the right to
deviate from these standards in special cases.
Athlete of the Year: Most valuable male and female athletes will be selected
by the coaching and teaching staff at O.N.H.S. To be eligible, an athlete
cannot have an athlete code violation during that school year. .
ATHLETIC CODE APPEALS PROCESS:
Any athlete who has been suspended from athletic competition (participation)
by the Athletic Director as a result of an athletic code violation, has a
right to appeal the penalty and/or the violation of both.
Step I -The athlete and his/her parents(s)/guardian(s) will have 10 (ten)
school days, from the time the Athletic Director postmarks and sends the
athlete the suspension letter, to appeal to the principal and to state the
reason(s) in (writing) why he/she feels the penalty was too severe or that
he/she was not guilty of any violation.
Step I -The athlete and his/her parents(s)/guardian(s) will have 10 (ten)
school days, from the time the Athletic Director sends the athlete the
suspension letter, to appeal to the principal and to state the reason(s) in
(writing) why he/she feels the penalty was too severe or that he/she was not
guilty of any violation.
The principal shall meet with the athlete and his/her parents(s)/guardian(s)
within five school days. The principal shall render a decision (in writing)
within five school days after the meeting with the athlete and his/her
parent(s)/guardian(s).
Step II - If the athlete and his/her parent(s)/guardian(s) are not satisfied
with the principal's decision, then they may appeal the decision to the
School District Administrator within 10 (ten) days of the principal's
decision. The athlete shall submit written rationale to the School
Administrator stating his/her case.
The Administrator shall meet with the athlete and his/her parents(s)/guardian(s)
within five school days. The School Administrator shall render a decision
(in writing) within five school days after the meeting with the athlete and
his/her parent(s)/guardian(s).
Step III -If the athlete and his/her parent(s) or guardian(s are not
satisfied with the School Administrator's decision, then they may appeal the
decision to the Board of Education with ten school days of the School
Administrator's decision. The athlete shall submit written rationale to the
Board of Education stating his/her case.
The Board of Education shall meet with the athlete and his/her parent(s)
and/or guardians) as soon as the body can be assembled (not to exceed 20
school days). After the meeting the decision of the Board of Education shall
be binding on all parties involved.
* All athletes who have been suspended from athletic competition
(participation), because of an athletic code violation, will not be allowed
to participate in athletic events until a final disposition of the appeals
process.
PREAMBLE
These policies have been prepared for the benefit of student athletes,
parents, guardians, coaches, and staff to make extra-curricular activities a
positive part cf the overall educational experience. Our goal is to provide
activities in an enriching, healthful experience in stimulating the positive
physical, mental, emotional, and social growth of our athletes through
interscholastic competition.
ACKNOWLEDGMENT
I hereby acknowledge by my signature that I have received and read a copy of
the school policies and procedures for participation in extra-curricular
activities sponsored by the Oneida Nation School System. I agree to abide by
all rules and regulations set forth herein. I further agree to be
financially responsible for any equipment lost or damaged through misuse or
negligence by the student athlete under my care. I, the undersigned,
intending to be legally bound for my child, their heirs, executors, and
administrators, do hereby release any and all coaches, administrators,
teachers, volunteers, officials of the Oneida Nation School System, and
their representatives, successors, and assigns, from any and all liability
from illness or injury my child may suffer as a result of participation in
the Extra-Curricular Program. I understand that participating in
Extra-Curricular Events is a potentially hazardous activity. I understand
that my child should not participate unless they are medically able to. I
understand if I am given notice that there are any other changes made to the
code of conduct, I will still be required to follow all rules and
consequences that are decided.
